Business messaging is regulated by the mobile carriers and there are additional regulatory fees that are assessed based upon your messaging pathway. Toll Free numbers have a different compliance mechanism than 10DLC Messaging which requires a campaign. Each pathway has its own associated costs.
10DLC Messaging Regulatory Fees
The mobile carriers will only deliver messages sent from a local number with a campaign assigned. For detailed information, please see our article 10DLC SMS Campaign Registration. To comply with this requirement, you must create a Brand and Campaign at the Campaign Registry (TCR). All fees charged by the TCR or the carrier related to the Brand and Campaign are passed through with no markup.
Brand Fees
Your company only needs to create one brand. Your brand can have multiple campaigns associated with it.
Brand Creation: This fee is assessed each time we submit the brand for approval. If your Legal Company Name and EIN do not match what is on file with the IRS, then the brand is rejected. We are able to edit the fields and resubmit the brand, but the fee is assessed each time. Cost: $4 per brand submission attempt.
Brand Vetting: (optional) This service is needed only if you are certain your Legal Company Name and EIN are correct, however your brand is still rejected. We then must submit the brand for this advanced approval process. Cost: $40 one-time non-recurring fee.
Third-Party Vetting: (optional) This option is only utilized if your brand will use a Standard Campaign in order to achieve a higher messaging volume. At your request, we would submit your brand to the TCR’s third-party vetting service to receive a vetting score. Mobile carriers use this score to determine daily messaging limits and throughput rates. Higher scores enable higher messaging throughputs. Cost: $40 one-time non-recurring fee.

Campaign Fees
You would choose either a Standard Campaign or a Low Volume Campaign depending on the messaging volume you need. Your brand can have multiple campaigns to accommodate different use cases or messaging volume needs. The information needed for each campaign type is the same.
Standard Campaign:
To accommodate higher messaging volumes, you will need to have a Standard Campaign.
SMS Text Per Minute 4500; Brand Daily Cap 200,000 (depending on your vetting score)

- Standard Campaign Creation Fee: This fee is assessed each time we submit the campaign for approval. If we receive a rejection for your campaign, we have to correct the issue and re-submit the campaign. Cost: $15 per campaign submission attempt.
- Standard Campaign Monthly Fee: This monthly fee is assessed until the campaign is deactivated. Cost: $10 per month.
Low Volume Campaign:
This campaign type is best for companies that only need very low messaging throughput. This is adequate for a small business such as a single Doctor’s office, single Pizza shop, etc.

Toll Free Verification Messaging Regulatory Fees
The mobile carriers will only deliver messages sent from a verified toll free number. To comply with this requirement, you must submit your toll free number for verification. For detailed information, please see our article Toll Free Messaging Verification. The messaging aggregators who manage Toll Free Verification do not charge any fees.
Administrative Fees
Your account will be charged an administrative fee for each brand/campaign that you create, and/or each toll free number that you submit for verification. This covers our cost of submitting and monitoring, as well as providing guidance on fixing rejections. Cost: $50 per submission.
