You should probably start with:

This has the basics and is easy to get started with for Web, but has no mobile.
Then for mobile:
https://download.voiceelements.com/MobileElementsServer.zip
and
https://download.voiceelements.com/MobileElements.zip
PS. Please note that the latest HMPE will need to be used for all of the latest Chrome changes, and therefore the latest client DLLs will need to be used as well.
